The Former President's Progressive Warning Overlooks Europe's True Threat: Economic Stagnation.

The recent US security policy document offers a misguided assessment of Europe. The document asserts that open-border policies and what it terms "progressive" agendas represent an existential threat to the continent's identity. However, this perspective is based on a serious misinterpretation of the situation. The true challenge facing the EU is not cultural but technological and economic backwardness.

The Stark Growth Divide Between the US and Europe

Statistics reveal a sobering picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a mere thirteen and a half percent growth for the European Union. During this period, EU GDP per capita fell from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a greater average income than several leading European economies like Italy and France.

Today, about half of the global top fifty tech companies are American, while only four are from Europe.

The Innovation Shortfall: A Critical Question

The growing economic gap stems from stronger efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at over $10bn, versus just 14 in Europe.

This disparity prompts a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does the EU stand? Most analysts agree it is essentially a contest between two involving the United States and China, with Europe starting at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major factors account for this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for funding startups. Europe still lacks a true unified investment market, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, there are reasons for hope. European leaders are increasingly aware of the severe threat and have begun to propose serious reform. Notable reports on European competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths could support far greater degrees of business-led breakthroughs.

The continent still possesses considerable advantages: high-quality human capital, excellent schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in creating next-generation tech, it can still dramatically increase economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now stands at a critical moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. However, without decisive action to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
